Hang-Zo (Data East?, 91? [unreleased])

Info from ShimaPong:
8-way stick and 3 buttons (Attack, Jump and shuriken). When you hold down shuriken, you can charge your shot. Attack + Jump triggers a limited "Ninpou" attack. The characters are Kotarou, Hanzou and Kasumi. Total of 5 stages and you can see the ending, so perhaps the game was finished.
There's no information about the manufacturer and year, not even in the title screen, however the board is very similar to DECO's Wolf Fang/Rohga (1991) so it may be developed by Data East.
